My first time applying for a drivers license and i need insurance. Is called non-owners insurance for ppl who is applying to get a drivers license? Need Help ASAP. Thanks in advance.

you can get a non owners policy ONLY if you live in a home where NO-ONE owns a car.  so if you live with your parents and they own a car, you CANNOT carry non-owners insurance.  you would have to be added to your parents policy.  if you do live with no autos in the home, call a local independent agent and get them to quote.  I doubt you will find it for the amount of down-pay you are wanting as you are an inexperienced operator.
