My wife and I were in Abruzzo earlier this month and we stayed at the Hotel di Rocco, about 10 minutes from Penne in Pescara province.  For a double room with private bathroom, we paid only €50 per night, including a nice breakfast.  A single room is even cheaper.  It's a small, new and clean hotel about 30 minutes from both Pescara and Chieti just off the A25 Autostrada.
