If you don't mind the hostel lifestyle Ireland has a good network of independent hostels, outside the peak season and outside Dublin they can be reasonably quiet, and are usually good quality and cheap

If you can bear Ryanair, they are cheap, if not cheerful

Several coach firms ( and also the railways) can take you from Dublin airport to many destinations on the west Coast

Don't know how much the holyhead -dunloagie ferry is but taking a car and touring is a nice way to see the country

orbitz.com You can check for flight only. Or you can check for a package with any combination of flight, hotel, and car. It will list dozens of hotels, give the rating for each hotel, and list different prices for each hotel. It's a good way to shop.

Cheap and Ireland don't really work together anymore - don't get me wrong, I live here and I love the place, but it's getting very very expensive. If you want cheap, go to Spain.
