I come across this in researching my New England ancestors from the 1600's, such as William Slate, the Abbe family etc.

Town of Wenham Massachusetts,Wenham was officially set off from the Town of Salem on May 10, 1643, but was not incorporated by the legislature until September 7, 1643.

Wenham is a town in Essex County, Massachusetts.So any one you are researching before this town was incorporated wounld be listed as living in Salem,Mass.
