  1. The guy above me is correct, but i will give a bite more detail and he also left out the romanisation for a bit of it so you may not be able to read it.

    Here goes,

    To make (for food/meals etc) - tsukuru

    I will make a cake - keeki wo tsukuru

    OR

    keeki wo tsukurimasu.

    ~~~NOTE~~~
    tsukurimasu is the same as tsukuru only tsukurimasu is more polite!
    I am making a cake - keeki wo tsukutte imasu
    I made a cake - keeki wo tsukurimashita
    OR (impolite)
    keeki wo tsukutta
    I didn't make a cake - keeki wo tsukurimasen deshita
    Let's make a cake - keeki wo tsukurimashou
    OR (impolite)
    keeki wo tsukurou
    Hope this helps,
    Beau
  2. Tsukuru (作る)
    In your example it would be:
    ケーキを作る = To make a cake
    ケーキを作りました = I made a cake
    Aside: If you want to say "I baked a cake", it would be Yaku (焼く)
    ケーキを焼きました = I baked a cake
    Hope that helps
