a rock will go down a hill and then wont move.

Assume the hill is on a tectonic plate boundary, one that is being pushed together. Then you can take a point on the hill, and as the hill gets taller because of the tectonic plate boundary, the point would appear to go down the hill in relation to the higher points because the hill is growing.

That's the only circumstance I can think of.
