if you are calling land line from outside of UAE -009714-then your number for mobile [phone] then your number this for etisalat for deo card 0097155....

Yes like he said!  The area code for Dubai is 04.  Mobile numbers all start with 050, so if someone tells you their number is 050 123 4567 and you want to call from outside, its 00 971 50 123 4567.  Likewise if they live in Dubai and they tell you their number is 123 4567, you would dial 00 971 4 123 4567.  Basically its 00 971 then the "area code" without the first zero, and then 7 digits.

the above answer is correct but i find it complecated, even for me

if their mobile # starts with ( 050 ) , you should diel ( 00971 50 ... )

and if their mobile # starts with ( 055 ) , you should diel ( 00971 55 ... )

and if their phone # (not mobile) starts with ( 04 - code of dubai ) then you diel ( 00971 4 )
