i don't know how much the state helps but in my state

Foster kids at least in my state get Medicaid so all medical is free for them you don't pay you just have to take them to doctors that take Medicaid.  The state also pays for the therapist etc.  You pay for food, clothes, toys etc and you get reimbursed for that in my county it is 20.00 a day so no where near what you put into your child at least in my opinoion.  Foster care is not a job (not that you are trying to make it one i am just sayin)  You get some help but in my opinion if you trully take care of the child as you would your own the money they give you is a drop in the bucket  

My county is the highest paying in my state because there is such a need for foster parents.   There are so may kids taken everyday here  We are also the poorest city in America or at least we were a few years ago i think we are number 5 or 6 now
