I don't have a clue what the car seat law - but it doesn't matter. The laws of physics are the same everywhere and your children will be just as injured or even killed in another place in a vehicle as they are here in a vehicle. Take the seats. To make them more portable - check out gettin a GoGoKidz, or Traveling Tot, they're make car seats like strollers so the child can sit in them while you wheel the seats around. I'd take the seats with you.  If you're going to take them on the plane let the straps out a bit and you can wear them like a backpack through the airport!
