Does anyone know the family tree of Billy Conn?

i am supposedly his great great niece if my great grandma was correct, but i can never find anything about a brother of his named fred (my great grandpa)

she said he was my great grandpas brother.....i am very confused, and i want to know how we are related, because there is a definite family resemblence.

Billy Conn  (William David Conn) was born on October 8, 1917 in Pittsburgh, Pennsylvania.

Could the name Fred maybe is supposed to be Frank?  The below 1930 census record from Pittsburg PA shows him with his parents and siblings.  If there was a Fred, he was born after 1930.  Can't see 1940 census records until 2012.
