Does anyone know the quote about many people in prisons are better than those in palaces?

I read this quote many years ago and cannot remember it for the life of me. It was along the lines of many of the world's most important thinkers and good people are toiling away in prisons across the world for unjust crimes, etc., while many people who deserve to be in prisons are instead in palaces...
