  1. if you can do it yourself, do it....just drive down to the border and declare your intention to import the car. you may want to call in advance so you know what it takes.

just remember, those import businesses charge an arm and a leg to do what you can do on your own.  unless, you dont mind paying for their services.

  2. Only cars that are currently 10 years old may be nationalized in Mexico  so , he needs to buy a 1998 car.  They keep talking about changing this law, but it has not happened yet.  There are car "brokers" at border crossings that can process paperwork for him, then he can register it locally when he gets home.

  3. I did this about a year and a half ago.  I had an import company handle it for me, at the border.  I brought down a 1990 truck, but I know that the rules have changed since then, and now I believe it's only cars from 1998.  This is also likely to change, again.

I would track down an import company near the border and ask them the laws and ask them if they can handle it.

I also STRONGLY believe, but am not certain and cannot show proof, but that you can import any car, from any year, and do it legally, but it will cost A LOT in import taxes.  Again, I don't know this for certain, but I believe it can be done, at a fairly substantial cost.
