Does anyone know what a youth council is and what its capabilities are?

Hi,

Can someone tell me a city or town where there has been a youth council that actually has a noticible impact on the community? What do they discuss in their meetings? How do they impliment their plans? What kind of things have prominent youth advisory boards estabilish? And how did they do it?

Youth council represents their sector in the government so that their needs and grievances will be ventilated for purposes of legislation and government grants.
