Does anyone know what game I am talking about?

Question

Its a browser based game where you (aparantally)create and are in charge of your own nation. You can decide things like taxes, and the form of government, etc. I think it runs in real time. The name is like one word, I think. A couple of my friends play it, and they're always bugging me to get on, but now I don't remember the name.
