If you paid by paypal you are covered, you wont get it all back but a percentage.. If any other way then no i am afraid

File an INR (item not received) dispute.

It is always better to contact the seller first in case there has been some kind of hiccup. Try and keep it on friendly terms. If that fails then file the dispute. If the seller cannot provide a tracking number and signature for the item then you will win the dispute.

Of course this will only apply if you paid by paypal. If you paid by another means then you will not have payment protection.

Why not give the ebay forums a try, they are usually full of people who have lots of experience and give out great advice. Don't be put off by the fact that most of them do not have a feedback score above 0 - they use posting ids to avoid auction wreckers!

if you pay by paypal yes you can[paypal warranty] also recorded delivery the post office can verify weather you got it or not ,there is a time period tho,

You can't get your money back from eBay, you didn't buy anything from eBay, you bought it from an eBay seller. But you must try to reach some agreement with the seller or shipper, before you can take your complaint to eBay asking for their help. If the seller simply won't ship, or won't communicate with you, then gather up the information - what the item was, the eBay number, how much you paid, when the auction ended, what the seller did or didn't do. Then and only then can you file a complaint with eBay. And a lot depends on how you paid for it. If you sent a money order or cashier's check, the seller can always claim he/she never got paid and that's their reason for not shipping the item. If you paid by PayPal, you have a very good chance of getting you money back if the seller absolutely refuses to ship.
