I'm looking to buy a portable AC. I have a 12X8 attic bedroom that needs cooling. There are so many different types; I don't want to drop 400.00+ on a piece of junk.

Anything 9000 BTU's for that size...especially an attic.  You may get away with 6000 BTU"S but it'll be working overtime.  Consider any Energy Star product.  Total cost would be $80 to run it for the summer.
