I just took this picture outside a few minutes ago and I had never seen this kind of bug before. Can someone identify it?

It's a Tiger Bee Fly, Xenox tigrinus.

It may be a horsefly.  There is no indication of the size of your insect, but horseflies are considerably larger than the house fly.
