Does anyone know what these are?

we have a big shopping plaza that is maybe 3 years old and when it was being built--as you leave and going off the exit towards the highway, up on the hill on the right side in the grass (steep hill) there are many cement maybe 4 ' X 2' (many of them several feet apart) with something on them....and I believe they have something to do with the plaza or highway in some way. Do you know what I am talking about and if what are they?

It looks like they are building an overpass crossing the highway to assist motorists getting on and off the interstate.  In other words, it is probably used to support the road across the interstate, which looks like the photo here:

I doubt this will help, but by this park where I live they have cement structures that grow increasing farther apart, and they symbolize the planets. I highly doubt that helped at all, but it's kind of hard to understand what you're describing.

I believe they might be a form of anchor to prevent earth movement.
