I hope the link works. This is in my neighbors yard in Upstate NY, no one knows what it is so can someone please help?

Kind of looks like Cosmos bipinnatus. Could be lots of different thngs.  Wait for some flowers, that will help.  Could be fennel. Have you tasted it? Don't unless you know, but the smell would be noticable if you crush the leaves.

cool looking plant.  take a chunk of it to a garden center and have them look at it.

Looks like cosmos to me.  Should have some pretty flowers soon.

For comparison - this picture has one covered in flowers - but look at the foliage...pretty darned similar, if you ask me.

Just wait and see if it flowers.  They come in a variety of colors.

That is definitely cosmos.  It is an annual but they can reseed themselves.  This type of cosmos has big daisy-like flowers in white and shades of pink and lavender.

Cosmos make a great tall border.
