  1. The engineer operates the throttle but since there is no steering required you could not say that he drives as in driving a car. The conductor is  in charge of the train and the crew. He is ultimately responsible for the property, cargo (or passengers) and the mission.

    For those of you that don't know, Conductors do not now nor have they ever worked in the craft of operating locomotives.  And the engineer is just as responsible for safety of the train as the conductor is.

    To clear up a little confusion, the conductor and engineer are jointly responsible for the safe operation of the train and rules compliance.  When on the engine employees are subordinate to the engineer and must obey his/her instructions.
