they actually opened it up by accident this morning at 1.  However, it was closed by the time I got to work at 10 EST.  As for the second part of the question, I would say they start around September 7th or so.

They say late August and since it's already August 26 I would expect leagues to start forming any day now.  

ADD:  oooops now they say early september, but since they were shooting for August I'd expect September 10th at the latest.

ESPN started their drafting yesterday, so you can start one up there any time. (Although with Theodore ranked 7th overall and 3rd among goalies and O. Jokinen above Hossa, Zetterberg, Gaborik, etc. I wouldn't trust their rankings too much)
