From a friend, relative, or coworker.  

Quality and Cheap usually don't go together, especially when talking about surfboards.  

I got a GREAT board for under a hundred bucks though.  It was custom made for a friend of a friend.  Bill gets tons of boards made for him because he's really good.  When he's done with the boards he usually sells them cheap to friends.  I just happen to be at the right place at the right time.  

Careful buying cheap boards from people you don't know.  Make sure you know what you're buying.  Look for delamination, buckles, big repaired scars, open wounds, discoloration, and cracks.  It's possible to find good cheap boards out there, just kinda rare.
