The use of credit cards (Visa or Mastercard) in Germany isn't like other countries.  People have them, but they aren't widely used by Germans in Germany.

I've been here for a long time and I've never seen a place to buy gift cards from the major credit card companies.  I also haven't really looked, so they could be there and I just haven't noticed them.

The gift cards the people exchange in Germany are typically store cards.  Individual stores and shops sell gift cards for use in thier locations.

Also, not all German stores accept Visa or Mastercard.  They all (well, nearly all) accept the EC Card or the cards from the Sparkasse (one of the major German banks).

Your best bet may be to find a store in the area of the person you want to give the gift to and get them a gift card from a store that you think they will likely buy something from.
