I'd try GameTap.     (http://www.gametap.com/)

They have a large selection of PC games, including some popular children's games from the 90's, like the Humongous Entertainment titles (Freddi Fish, Pajama Sam, etc.). You have to pay a monthly fee to use GameTap, though.

Alternatively, you could go to amazon.com or Ebay and see if you can find the CD-roms. There are a lot out there selling for under $5.

I think the game you're thinking of is Pajama Sam, which was developed by Humongous Entertainment and published by Atari. I used to love that game as a kid.

I can't help you on downloading the games, though.
