Does anyone know where cars pass in the middle lane and drive in the right and left lane?

I read an article on the internet a couple weeks ago that talked about some place (I believe it was outside of the U.S) where cars drive in the right and left lanes and pass in the middle lane. Any idea where its at?

By the way, its a real place. I'm not crazy. I just can't remember the place the article was talking about.

Probably India where they don't seem to have any rules of the road.
