Social Security has records of all people on their rolls that have died.  Its huge.

The US Gen Web site for Wisconsin would be a good place to start. Data on the web varies with the number of volunteers who are willing to enter it.

Ancestry may have some data bases. They pay people to transcribe and charge people to look at it.

The social security death index covers US deaths from about 1960ish to the present. That is a death record.. it is not a death certificate. Most states restrict death CERTIFICATES to authorized family members, excepting ones that are considered "historical"  (usually more than 70 yrs old.. the record, not the person).

An obituary is also a record. If you wanted someone in the 1800s, the tombstone would be considered a record..since not all places required death certificates.

Since you did not specify a time frame, it is important for you to understand that "one size answer" does not fit all.
