Does anyone know where the freeze plugs are located on a Tige 23V?

Depends on the engine.  Usually there is one on either side of the block, one on each manifold, and sometimes one more on the front.

If you mean the freeze plugs in the engine, that very much depends on which engine you have in your skiboat, and the Tige 23V can be ordered with a variety.  Usually they are on the side of the engine block.  If you need a more detailed location, I'd suggest consulting a friendly mechanic or the shop manual for your engine.
