Looks like the other guys have no clue and make Alf Garnett look educated.

This type of wool fabric is known as Moquette and is closely related to carpet. It is woven using a Jacquard loom. John Holdsworth & Co. of Yorkshire is probably the most famous manufacturer. The link has a picture of a loom and an article about the company.
