Asian markets often carry them. It's periodical, though, and not all the time.

There’s a vendor that sells live chickens and balut (duck and chicken) at the UN Plaza and Alemany farmers’ markets.

Mmm... you're a brave man. I can't decide if I'd like it or not. I'd do some research on Filipino grocers in the area and make some phone calls.
