Yep.  There are tons on web businesses which do that.  Just google, customize t shirt and a bunch of them will be there.  Some even have areas where you can play with colors, fonts, pictures, etc.

You see these places almost in any mall.  They customize T-shirts, caps and coffee mugs for you.
