It hasn't been decided yet.  Chicago has a pretty good push for it and so does Rio De Janiero and Madrid Spain

Is not decided yet but front-runners are Tokio, Madrid and Chicago.

I don't think Rio is in it since the 2014 soccer world cup will be hel in Brazil and the IOC might no think would be ready to host both events on such a short period.
