Does anyone know who said this?

It goes something like:

"Democracy is two wolves and a sheep voting on what they're going to eat for dinner. Liberty is giving a shotgun to the sheep."

I read this quote a while ago, and now I can't seem to find its source. Does anyone know? If you have a title or a link from where it came from, that would be appreciated as well.
