That is Ted King, he was on General Hospital first as Luis Alcazar and then his twin brother Lorenzo Alcazar. He has been in charmed also.

That's Ted King, he played Lorenzo Alcazar, and his twin brother (now deceased) Luis Alcazar (killed by Alexis Davis) on my favorite soap opera, General Hospital. :P
