Cheney made up the list. He wasn't on it.

Bush didn't like the options so he chose Cheney.

McCain was not on the list -- Bush and McCain disliked each other at that time. Bush appointed Cheney to screen potential VP running mates. Cheney claimed he did this,  and then told Bush he was would be the best VP of all, so Bush took him at his word and put him on the ticket.
