You can get a phone line from BT which is for receiving calls only. Phone BT and ask them.

Ring your Service Provider and ask them for an OUTGOING CALLS BARRED line.

As previous answers state, BT do this type of line.

BT will do that.

Providing that there is an existing phone point in the house, you can ask for them to do it.

It called a 'LIGHT USER SCHEME' and it is handy for people on low incomes.
