Does anyone know why Michael Scott from the hit t.v series show on NBC The Office hate Toby?

Because Toby is HR and 'tries' to enforce all policies of the work place. And Michael always wants to do and say things that are just totally inappropriate for the work place. And he's the boss so he's supposed to be an example. But sometimes Toby can be an A**hole. Like when he sent out the memo about PDA when he found out Jim and Pam were dating and then later said it was a goofy congratulations.

Blah, lol I watch that show far too much.
