Does anyone know why cameras have been put up on the A40 near to the Swakeleys exit?

These look like average speed cameras so does this mean there are going to be roadworks there. Someone else suggested they could be to do with the low emissions charge. Are they in operation yet?

Seems there are long term roadworks planned March to October, average speed cameras in operation at 40mph, 24hrs a day. This link will give you the info. doesn't add much but tells you about other roadwork plans.
