No.  It was built by Canadian elves as a joke on humankind and as a tourist trap to take "real" people's gold and melt it down into magic weapons such as +1 maces and throwing stars.  You can always tell if a magic weapon is made by Canadian elves, because it will invariably be stamped with a maple leaf symbol.  Canadian pennies are really elf money.  

If you go into the buildings you will quickly discover that they're made out of gingerbread and candy-coated buttercups.  The windows are actually tuilles (thin sugar icing).
