Does anyone no why the m3 was closed on thursday morning and the traffic was stationary for at least 2 hours?

this was near eastleigh hampshire and all the exits off it were closed as well

It was reported in the Daily Echo that following this incident a 40 year old man was detained under the mental health act. Perhaps he was threatening to jump off a bridge?? I live near Eastleigh and was surprised at how little this story was reported - it seems to have been hushed up for some reason.
