So the devloper is selling 2 parking spaces per unit but, there are not enhough to go around? I assume this is a conversion? As long as they don't misrepresent the parking spaces to someone then yes it can be sold this way. In other words you don't have to buy if you don't want to. If they promise you two spaces then that is what you should get if at the end you don't get a space and were not promised them as part of the sale then that is your decsion whether to buy or not.

People need a place to live. They dont need a parking space. Get a life dude.

Does your purchase agreement guarantee you parking spots?  If so, then you have a cause of action.  If not, you don't.
