Does anyone remember this children's television show?

Okay, all I remember is a brother and sister who came to be in possession of a magical necklace that opened a portal or doorway to a different world. No one I know remembers this show but me. I know I'm not crazy, I'm sure it existed. I just can't remember the name of it.

If its a cartoon, its Dragon tales, and it wasn't a necklace it was a Dragon scale, like a fish scale only from a dragon. They kept it in a box stowed away in a drawer. They would hold hands and say, "i wish i may, i wish i might, fly with dragons in the land of light". Then the dragons on their wallpaper would start swirling around them and would whisk them away to Dragon Land.
