does anyone use vonage in pattaya ? if so has it been reliable with a us phone number ? and who provides the best internet service in pattaya to work with vongage ??

Vonage is ok and has some nice features but it only allows you to be a subscriber.  They are more than happy to take you hard earned money, spend it on advertising and give it to their stock holders. A company called "Momentum Plus" allows you to be a subscriber and be a representative, allowing you to earn financial benefits and share in the profits. They also have plans as low as $4.95 a month.
