Does being able to understand another person's actions necessarily mean you would do the same thing?

No it doesn't.  A good example of this is an F.B.I. profiler.  They spend their days trying to understand a killer's personality but they don't kill people on their down time.  A psychologist is another example of someone who understands people but doesn't imitate them.

of course not, i understand why my sister had her eyebrows, eye liner and lip liner tattooed on her face to save her time getting ready in the morning but it does not mean i will do it, afterall who wants to look permenantly surprised !  lol x

No. If anything, that understanding is more likely to help you avoid the same pitfalls. Also, understanding someones behaviour does not necessarily mean you condone or approve it.

No, but in times of deep stress, it helps to understand so that you can possibly help the person, provided they didn't slaughter and entire family or something.

No.  It means that you have the ability to see things from another point of view.  That's called being open-minded.  There are a few politicians who could have used a good dosage of this characteristic in the last 8 years.
