Does bluetooth work on an inactive phone?

i was wonder if bluetooth worked on an inactive phone cause i tried it on my brothers phone and my phone didnt detect his and ik the bluetooth works

if your talking about changing music and file from phone to phone then you can. My phone was disconnected for a while and i was still able 2 exchange files. Although it could possible b the phone. It could say that it has bluetooth but it can mean that only for the headset. Try and See if the other phones bluetooth is on otherwise thats your problem. Try Motorola phones they often have both kinds of bluetooths

it should its a hardware function so once both devixces are on it should work.

The phones have to be in seek mode to get new devices

Some work, some don't do anything but say"programming required"
