They dont have them, some officers carry voice recorders.

Yes to both.  The officers (CHP and state troopers from many states) can also carry an audio recorder in their pocket to record their conversation with you.  This way if you say something that can incriminate you it will be used as evidence and played in court. So, watch what you say to a police officer now.  Officers have also been known to turn off their audio recorders so their colorful language is not recorded.
