Does circuit city buy and sell your iteams?

my friend told me that you can sell and then they sell them online as refurbished is that true if so could you give me a web address or a phone number

Circuit City has an open box policy. Once a customer buys a product/returns it; it goes on a shelf to be resold as an open box. They discount that item for easier resale.

I have dealt with Circuit City in the past and find them too open on this policy. If someone keeps returning merchandice which is open boxed,especially a computer ... who is to say something scrupulous has not been done to it.
