Actually J.P. Howell of the Rays has the best record.  He has 6 wins and 0 losses for a winning percentage of 1.000

His record gives him a winning percentge of 89.4%  Brandon Webb's is 81.8%  So obviously Lee's is better by that kind of comparison.  He would have had another victory too if the Indians bullpen hadn't blown one for him on July 31st.  He left the game leading 8 - 6 and their offense kept adding to the lead but Detroit took the game 14 -12 in 13 innings.
