  1. No, but it might fix some, this just deletes you local cache.

It shouldnt cause a problem.  You computer remembers the DNS info for places you have been.  This helps to speed things up if you go to the same places again.  This applies to websites, email servers and local network locations.  When you run the flushdns command you are telling the machine to clear out all those "remembered" (or cached) entries.  This means when you start going to these locations again your machine will request new information from the DNS servers.
