You can get a birthday pin from city hall or guest relations.  In DCA at the Mission Tortilla Factory, they'll give you a stack of tortillas and a mini cookbook about using tortillas.

if you go to guest serivces and ask they give you a button

I'm sure if you ask a Cast Member, they can tell you were to get a "Happy Birthday" button.  At some hat stores in Disneyland they have cake hats that says "Happy Birthday".
