Does each roll of the lottery scratch-off tickets ....?

has a winner ticket.............example a roll of "500 a week for life" has at least one winner ticket in the roll.....?

If you're talking about the major prize, then definitely not... if you mean any winning ticket, like at least a $2 win, then while I doubt there is any guarantee that a 500 ticket roll would contain at least one winner, it would be highly unlikely... most Australian scratch tickets for example have a winning ticket ratio of about 1 in 7 if I remember correctly (although each particular game would probably vary slightly).
